No MisInformation, No Half Truths,  No MisUnderstanding, Just Facts!
How can the USDA state that the Opposition is spreading Mis-Information, Telling Half Truths when the documents spell out  the facts???

A direct quote From Mr. Bruce Knight:

"I've been taking a hard look at the program,...trying to make it simpler, make it more evident of what it's all about, trying to dispel some of the misinformation and rumor and innuendo that's been associated with it,"

Another form of Propaganda that the USDA is doing to lull you in the "Voluntary" Program with a capital 'V".

"Bookend" refers to the fact that an animal would be identified at two opposing points in its life; i.e., at its farm of origin and then either at slaughter or if it is diagnosed with a reportable animal disease.  It was noted that Canada started a "bookend" system before progressing to a more complete national animal identification system.

The Committee recommended adoption of a "bookend" approach as an interim step in reaching a complete animal ID tracking system "Bookend" refers to the fact that an animal would be identified at two opposing points in its life; i.e., at its farm of origin and then either at slaughter or if it is diagnosed with a reportable animal disease.  It was noted that Canada started a "bookend" system before progressing to a more complete national animal identification system.

Premises Registration will be an "Official" USDA unique seven Character identifier.

In the New User Guide it states on Page 22:
The premises identification number (PIN) is assigned permanently to a geophysical location. If an owner or entity sells his/her farm, the next operators of the premises use the original premises identification number that had been
assigned to that location. If the seller buys a new location to build a new operation that never had livestock, he/she would register that location and obtain a new premises identification number (PIN).

Premises Identification = Encumbrance
