The OIE is emerging as the dominant global decision-making entity regarding animal welfare (not rights) issues. The USA, through the USDA/APHIS continues to participate in these discussions to ensure that opinions of our industries and all stakeholders are heard.
 
We will also look at existing attitudes of consumers, the impact of proposed animal welfare standards and of biotechnogly, and animal welfare considerations of outsourcing food animal production.

It is highly unlikely that many people have read the 2008  Alaska State Cooperative Agreement Fully and understands what they are saying. Not only have many people not read the Cooperative Agreements, they have failed to read the USDA Documents fully.  Such as the NAIS Draft Plan, the New User Guide and now the new "A business Plan to Advance Animal Disease Traceability and all the other documents and notes pertaining to the NAIS through various industry partners such as the AHC. 
 
The State Vet is setting up an  Alaska State NAIS Implementation Advisory Committee which includes Reps from the USDA-Mike Philo, Jay Fuller, AKVMA, Myra Wilson, Farm Bureau -Jane Hamilton, AK Cooperative Extension-Milan Shipka, Global Food Collaboration -Robin Richardson, Diversified Livestock Association-Dilbert Simeno, Alaska Dairy Goat Suzy Crosby, AK Horse Journal Sandy Shacklett, South Central Dairy Venture-Kyle Bues, Northern Lights Dairy- Don Lintleman will be invited to participate.
 
I wonder why I was not invited? It must be that I am anti NAIS. Little does the good doctor Gerlach realize I am not going to give up my rights that organizations via census building  are imposing on Americans via trade agreements, via the United Nations, via any foreign dictate. Did you vote these people in? I didn't! These people who sit on these committees and work for a living really don't have time to 'research facts" but instead pass out half the information and in the other hand tell people that the anti NAIS people spell out miss information even while citing from the documents.. One hundred eleven premises have been signed up to the NAIS program here in Alaska, How many people were given all the documents to read so they could form  there own opinion. I bet I can say none of them read the documents. Why because when you read the documents you tend to be anti NAIS as Dr Gerlach would state.    
 
 The 2008 Cooperative Agreement clearly states on page one: These funds may only be used to implement and accelerate the process of premises registration and other activities that are, in the opinion of the AVIC and Regional Directors, aligned with the strategies define in the NAIS business plan (November  2007) to advance animal disease traceability.  Dated 06-06-08 and signed by  Robert Gerlach VMD.
 
I think that clearly spells it out. Now has anyone read the New USDA document titled:  A Business Plan to Advance Animal Disease Traceability? The state accepted the Funding from the USDA therefore the State will implement the NAIS.Its a contract and the state has to ful fill there end of the agreement other wise they get no money. I wonder what threat they received, as Michigan was threatened with closed borders. Here we sit in Alaska surrounded by WATER, Surrounded by Canada, have 2 check points to get into or out of the  state and NO mad cow, no CWD and they are wasting not only my time but there time in doing there job by implementing a program that people already adhere to so they can participate in showing or transporting animals across borders. Our tax dollars at work. The whole point to this is to bring up the Cooperative agreement. I have read it and made some lengthy notes on a few of the strategies.
 
On Page 6 of the Cooperative Agreement it states "Promoting traceability to the birth premises by associating unique individual animal identification  with the nationally unique location identifier created by the Alaska Animal Identification System as the PIN, among Tier 1 species. (The PIN is the Premises Identification number assigned by the Federal government via the USDA. That is the heart of the program)
 
Do you know what the Tier 1 species include?  On Page two of the "A Business Plan to Advance Animal Disease Traceability"
Tier 1 species include the primary commercial food animal industries – cattle, poultry (chickens and turkeys), swine, sheep, and goats. The competition horse industry is Included as Tier 1 due in part to frequent animal movement.  All other livestock and poultry are Tier 2 and will have traceability strategies defined at a later date. Additionally, sectors within the Tier 1 species have been prioritized to direct additional emphasis:   What that means is any other equines who are not in the competition horse industry will be targeted. That would include trail riding with a neighbor. Please remember this  statement  issued by Dr Gerlach in the Cooperative Agreement. These funds may only be used to implement and accelerate the process of premises registration and other activities that are, in the opinion of the AVIC and Regional Directors, aligned with the strategies define in the NAIS business plan (November  2007) to advance animal disease traceability.    In order to implement the NAIS there are 3 phases to this Federal  program, 1: Premises ID, 2: Animal Identification 3: Animal movement. What ever the spin that the delegated Advisory committee puts on it the program will be implemented.  You can not have animal movement with out animal ID with out premises id. Period. Its not voluntary so stop being fooled. In the Cooperative Agreement they have listed how many equines receive EIA testing which is at 320. And this number refers to those that need EIA or Internet Certificate of Veterinary Inspection. 
 
On page 8 of the Cooperative Agreement does anyone understand this? The lack of mapping support to validate the GIS coordinates used to ID premises. At one point on the Premises Id forms it wanted your longitude and latitude. On some of the forms this was taken off due to the "negative" reactions to NAIS.  Here is a LOT of information on GIS which stands for  Geographic Information System
What is GIS used for? Transportation, Land Use, Census Tracts, Structure, Postal Codes, Paster Imagery and now NAIS.  In order to explain GIS this will be lengthy to say the least but you must see the Global connection.

    • Inventory of where all the engine bays are located
    • Identification of what type of vegetation is located where, along with slope, aspect, elevation, and the presence of water

    • Effect of environmental disasters on the landscape, e.g., erosion patterns after a large fire, fallout area from a volcanic eruption, areas of devastation after a tsunami or hurricane
    • Analysis of transportation routes and networks
    • Analysis of optimum placement for telephone, data, and power lines
    • Urban planning
    • Modeling "what-if" scenarios for strategic and tactical training, e.g., evacuation routes and plans in case of natural disaster
 
 
They are mapping our lands to be put into this database VIA NAIS. That is why the longitude and latitude is needed. On page  7 in this Doc it  mentions Animal Disease and Emergency Response.  Each state has had to prepare a emergency response,  Alaska has one.and it is posted.  ( AK  emergency response listed the organizations and its some of the same that are for NAIS in the Cooperative Agreement.  So now we know why the longitude and latitude is needed for GIS via the Premises Identification Number. They refer to the term GADER which stands for  G (GIS) animal disease and emergency response.. As I have said many times before and they mention this on page 9 and they state: Spatial information and post-visualization functions in GADER can be integrated with ENVIRONMENTAL IMPACT evaluation models to assist in site selection.  So I expect NAIS and ENVIRONMENTAL IMPACT to be joined hand in hand one day.   Now think about this, what are they consistently  hitting us over the head day and night on the TV and radio? The environment.
 
 
The US is following in the footsteps of the EU as they implement and integrate property (parcel) identification, Phase I of the National Animal Identification System (NAIS), with other property identification systems. The objectives of the program are clearly stated is to evaluate the feasibility of managing agricultural parcel identifiers, declared under the Integrated Administration and Control System (IACS) for the justification of European Union area aid-related subsidies, using Geographic Information System (GIS) techniques that is currently mapping agricultural property in the America. 

The IACS is described as an integrated number of member states who have already implemented development programs which will employ GIS techniques for area aid data management. However, the setting up of these systems is only one step upon the way to full operational management. Fiscal Year 2009 is the year that all plans and programs for global governance are refined hence a number of technical issues must be resolved, concerning the long term handling of parcel identification data and maximization of the control such systems have to offer for the administrations already involved

The IACS goal is to provide detailed information regarding three main areas of system development and operation:

• Interface of GIS (Geographic Information Systems: http://www.esri.com/industries/agriculture/index.html) to handling of agricultural parcel identifiers.

•Supply GIS software that is available in the market that handles the kind of data sets being collected for IACS at this moment.

• Develop and implement a prototype system based upon already existing digital data.

Once this is done a cost feasibility study is conducted and the GIS can be deployed into the IACS program.

Parcel Identification System (PIS):

 

The main problem with the Parcel-Premises Identification System is the organization, management and updating of a medium sized parcel identification system (PIS) using available GIS software tools. The approach should be to utilize an alphanumeric cadastre reference-based system. Recent sustainability conferences have suggested the amalgamation of small to medium parcels of property into large more easily managed parcels.

 The global standard will be required for GIS tools available on the world market. A secondard or backup identification system is suggested in the case of primary GIS failure. The GIS used should aim to confront data volumes that must be and take into account the options available for data structures and the system configurations most applicable for data storage (e.g., centralized versus distributed) as we see in the US NAIS Premises Registration component.  

The EU is studying two prototypes - one based upon geographic blocks, the other on cadastral data - will be developed, permitting the testing of system use, performance and functionality. These prototypes should aim to handle around 2,000 applications each.  

The EU prototype is under the umbrella of Strategy and Systems for Space Applications Unit (SSSA).

The MARS Project is Managing Agriculture through Remote Sensing to develop a Common Agriculture Policy (CAP) to manage agriculture. In 1993 it was suggested to control agriculture through remote sensing. The digital data from land parcel systems will be presented to farmers as a product of customised maps, to be sent to farmers with subsidy application documents. Farmers can then complete their forms more accurately, reducing errors and helping administration. But the scheme goes further and connects other Land Parcel Identification Systems (LPIS) whose purpose is the management and control of and for legislation on rural development, ensuring comparability and consistency between various CAP schemes. The net result is that command and control of our property has been deployed and there is an assault on your right to private property. NAIS is only one of many clandestine programs whose goal is the return of a socialist model of property ownership. You will be free to live on your private property only as long as the details of total property management are worked out unless you act now to restore your freedom to legally own personal property.

In this document it states on page 2: Today GIS is being utilized for disease monitoring in the U.S. The USDA's Veterinary Services utilizes the benefits of comprehensive and integrated monitoring and surveillance to demonstrate where a particular disease does or does not occur. This is important when trading partners ask the U.S. To document testing amounts and locations for a particular disease and species. For example, one GIS map can show population density of any agricultural species using the National Agricultural Statistics Service Census data (NASS).   So do you think that the opponents of NAIS have messed up there plans to help INDUSTRY and the TRADING Partners for traceability?    Then it states: One possibility for future GIS use would be to use geographic visualization for possible biological RISK MANAGEMENT ( A term used in trade agreements)

as an animal health surveillance system. It is similar to the one used to gather human
Health information for early detection of emerging health problems. Cattle herds are the only
Species of animal currently testing this project. One of the two main goals of the project is to
Build a means to assemble data efficiently for practicing veterinarians. Practicing veterinarians
Are currently the basis for detection of emerging and exotic animal disease incidents in the U.S.
The second main goal is for this information to serve as an insight into current endemic disease
Patterns for practicing veterinarians and their clients. To accomplish this, RSVPA collaborators

In the 2008 Alaska State Cooperative agreement it states on page 7 At this time there are no state statues or regulations specially regarding the confidentiality of animal and premises ID information. The OSV will work with the department of law to explore this topic.
 
The one advantage of GIS is that information can be collected with a precise location, but when
Reported, it can be manipulated to a coarser level (such as zip code or county) in order to
Protect client confidentiality.
This brings up an important issue of privacy. As information
Technologies such as GIS are able to pinpoint locations within a few yards or feet, where should
It stop? We must acknowledge livestock producer’s rights to keep their herd health information
Private.
At the same time, if an emerging disease could put another producer’s operation at
Risk, should the owner be entitled to know ahead of time so extra biological risk management
Steps could be implemented to possibly minimize damages? At what point do the neighbor’s
Rights outweigh the privacy rights of an individual? These questions are yet to be answered.
 
I then went back to the New User Guide dated  December 2007 (Page 17 New User Guide)
 
The owner of the premises, or a person designated by the owner of the premises,
Can register his/her location. A premises identification number, or PIN, is then
Permanently assigned
to that location associating it with the mailing address. If
There is no mailing address for the livestock/poultry operation, geographic
Coordinates—latitude and longitude
can be used instead to describe the
Location. (This does not provide any satellite tracking capability of either
Animals or people living at the premises.) Geographic coordinates can be
Determined by using driving directions from a point of reference with existing
Mapping program software. Producers do not need to collect geographic
Coordinates.   ( this is a notation on the bottom of the page: The NAIS premises identification number (PIN) will become the official location identifier as NAIS Data standards are integrated into all Federal disease programs.) Question what makes anyone think that NAIS will  end here at the disease level? Remember all the Federal Departments that use GIS. See Above for list 
 
Assigning premises numbers avoids having multiple numbers assigned to the
Same operation, regardless of species. It is important to remember that the
Premises identification number (PIN) is assigned permanently to a physical
Location. If an owner or entity sells his/her farm, the next operators of the
Premises use the original premises identification number that had been assigned
To that location. If the seller buys a new location to build a new operation that
Never had livestock, he/she would register that location and obtain a new
Premises identification number (PIN).

Not only is Alaska and PA using GIS; in this article http://www.esri.com/news/arcuser/1005/odaff.html Oklahoma is now using GIS and as stated in this article: Through NAIS, tribal, state, and local governments are developing innovative approaches that take advantage of GIS technology to control, eradicate, monitor, and survey animal diseases. The Oklahoma Department of Agriculture, Food and Forestry (ODAFF), Animal Industry Services is implementing a NAIS premises identification program using GIS. And here is MAINE http://www.aphis.usda.gov/lpa/news/2005/08/maineics_vs.html USDA and MAINE Department of Agriculture build partnerships today to prepare for emergencies in the future.
 
 
In the end how will GIS be used say for a cow that gets shipped to Japan or to the EU. If they are Harmonizing Globalization with all the terms, tags, premises id Who gets to read the information. They talk of Farm to fork and how customers will see who the owner of the animal. How will this protect confidentially?  
 
To end this long email on GIS let us not forget to mention one more important organization that has been mentioned in numerous documents. THE FAO.  Http://www.fao.org/SD//eidirect/gis/EIGIS000.HTM  And why would any one be surprised that Agenda 21 is dictating the use of GIS...The importance of this integrated approach to development and management of natural resources have been emphasised in many international for a on sustainable development. The 1992 United Nations Conference on Environment and Development (UNCED) devoted Chapter 10 of its Agenda 21 to this topic, noting that:
 
    "...Expanding human requirements and economic activities are placing ever increasing pressures on land resources, creating competition and conflicts and resulting in suboptimal use of both land and land resources. If, in the future, human requirements are to be met in a sustainable manner, it is now essential to resolve these conflicts and move towards more effective and efficient use of land and its natural resources. Integrated physical and land use planning and management is an eminently practical way to achieve this. By examining all uses of land in an integrated manner, it makes it possible to minimise conflicts, to make the most efficient tradeoffs and to link social and economic development with environmental protection and enhancement, thus helping to achieve the objectives of sustainable development. The essence of the integrated approach finds expression in the coordination of the sectoral planning and management activities concerned with the various aspects of land use and land resources."

So there you have it, the United States of America being directed by members of the United Nations and mandates such as  Agenda 21. What does all of this have to do with NAIS? Lets go back to the Draft Strategic Plan 2005 to 2009  Mike Johanns, Secretary of Agriculture stated: I believe a fully functional animal tracking system will keep us competitive in international markets, helping us retain and expand our market share. This department is wholly committed to making NAIS a reality.    Now lets put THE GIS closer to home The -Cooperative Extension which sponsors the 4-H groups has classes and it is required that 4-H students learn how to use GPS.
 
What happened to the saying that was on the State Vets site and it states "Registering your premise does not obligate you to participate in the NAIS".  But yet on page 12 of the Cooperative Agreement the elk farms and reindeer operations will require premise and animal Id for inclusion in the State CWD Certification Program. The 6 major dairy operations will be given top priority with beef operations to follow. I would assume that would include bovine tuberculosis  and brucellosis testing. So much for voluntary at the state level ... It further states this same approach will be used with sheep and dairy goat owners participating in the Scapie and Johne's programs.  How long will it before the equine owners who test for EIA for participation in showing (competition) that you will be required to have a premises id and animal id and then animal movement? So much for voluntary at the state level. How long will it be required before the trail rider be required to have a premises id,  animal id, and reporting of movement?  Trail riding will be in tier 2 and that will be addressed at a later time frame.
 
The USDA, the state vets, the cooperative extensions  various breed groups are intent on downplaying the USDA most recent document  "A Business Plan to Advance Animal Disease Traceability: Through the Harmonization of State Federal and industry programs and Convergence with the National Animal Identification System. http://www.farmandranchfreedom.org/content/files/OpenLettertoAHC080220.pdf In a table of planned actions and target dates, it states: "initiate use of AIN in breed registry programs,"  As all ways the USDA, the state vet continue to states the NAIS is Voluntary, How can the NAIS be voluntary when programs such as Scapie, Johnes programs, TB programs will require premise and animal identification?  You are already participating in a disease programs. How much longer will it be before you will be charged for that "currently free premises ID? Your license to be able to come and go, your license to be able to buy or sell. Page 2 of the NAIS business plan state:  Strategy 3: Converge NAIS Data Standards in Disease Programs and Regulations: USDA will take steps to adopt and apply NAIS data standards in existing disease programs, Including international/interstate commerce regulations. For example, establishing national
Data standards that identify premises importing and exporting livestock, locations, Participating in official disease control programs, and origin and destination premises listed On Interstate Certificates of Veterinary Inspection (ICVI) will greatly enhance animal disease Tracing and emergency response capabilities.  Now lets take a closer look at how the equine plays in the business plan:
Since this was already written up by Judith McCleary I will use her points:
The Business Plan specifically calls for equine organizations and associations to implement
NAIS-compliant electronic identification technology by January 2009: “Implementation of
The 840 AIN RFID [Radio Frequency Identification Device] technology by all industry
Organizations that provide services to horse owners/breeders.” (Business Plan,p.55)
(emphasis added) .


USDA’s focus on horses is not limited to just competition horses. “Horses that, when moved,
Require either a test for Equine Infectious Anemia or a health certificate, are also
Included in Tier 1.” (Business Plan, p.2). That would cover almost every single horse in
Texas and many other states.


USDA has plans to expand the requirements for Coggins testing nationwide, to capture more
People into NAIS. “Efforts are underway to develop a USDA national State-Federal
Cooperative program for the control of EIA that would establish national EIA (Coggins)
Testing requirements for (a) interstate movement and (b) change of ownership. … Overall,
Establishing regulations to require premises registration in association with Coggins

Testing would substantively increase the number of both premises registered and horses
Identified.
” (Business Plan, p.26-27) This means a national mandatory Coggins, for which
Horse owners will be required to provide a PIN and AIN.
 
 
How does the state vet know that a equine has tested positive, at one time on the State vet site Dr. Gerlach stated he was the first responder. EIA testing has been significantly reduce from 5% tested to .01%. The two causes of the disease are horsefly/large biting insect bites and reusing needles. Stay at home horses are just as likely to contact the disease as commingling show horses. 120 cases  detected last year out of 2 million tests.
 
Now lets tie COOL-Country of Origin Labeling into the Farm to Fork process.. Which by the way is not suppose to be implemented with NAIS. As we all know Traceability is the key word and we the people will pay for COOL via premises id, animal id and animal movement.
Traceability is all about to facilitate TRADE and that includes the NAIS, All animal id programs in  Canada, in the EU, in Australia, in  Japan, ETC.
Page 11 of the GAO report. With regard to equivalent food safety standards between countries, the Agreement on the Application of Sanitary and Phytosanitary Measures—Entered into force with the establishment of the World Trade Organization (WTO) on January 1, 1995—affirms that member countries are allowed to Adopt and enforce measures necessary to protect human, animal, or plant  Life or health, provided, among other things, the measures are based and  Maintained on scientific principles and evidence, do not arbitrarily or Unjustifiably discriminate among WTO members, and are not applied in a  Manner that would constitute a disguised restriction on international Trade. In turn, member countries are expected to accept the sanitary or
Phytosanitary measures of other member countries as equivalent if the Exporting member objectively demonstrates that its measures achieve the
Importing member's appropriate level of sanitary or phytosanitary  Protection. Members are encouraged to use relevant international
Standards and work toward harmonization—that is, the adoption of Common sanitary or phytosanitary measures—
to facilitate trade.

Its a laugh that  they keep touting the program as "Voluntary" when you are automatically enrolled via disease programs.

 
Mr. Bruce Knight said on September 19, 2006, he  quoted,

Choosing NOT to participate may limit your options when it comes time to sell your herd or your flock or your breeding stock. Choosing NOT to participate may opt you out of the export market. Choosing NOT to participate may mean—at some point—you'll have to hunt harder and go further to find buyers or slaughterhouses willing to accept undocumented livestock or poultry—especially as NAIS becomes fully operational. End quote. Undocumented livestock includes equines. In the end you will not be able to buy or sell without a Premises identification.

 

Until you realize that the dedicated "STAKEHOLDER GROUP" (USDA & State Vet) that organizes and oversees local transformation IS NOT ELECTED BY THE PUBLIC. And the people selected To represent the "citizens" in your community will not represent your interests. (Farm Bureau, AK Cooperative Extension, Global Food Collaboration, Diversified Livestock Association, Alaska Dairy Goat, AK Horse Journal, South Central Dairy Venture, Northern Lights Dairy) The chosen "partners", professional staff, and working groups are implementing a new system of governance without asking your opinion.

Mr Stevens, I have written to you for over 3 years and you still have failed to understand let alone read the documents on the National Animal Identification System . You sent me the email below  and to countless other Alaskan livestock owners  and it is very obvious that you have NO intention of understanding what the National Animal Identification System will do to livestock owners in Alaska or in any other state. You have  NO intention ever to read the documents to which "We the people" which includes livestock owners will have to comply. This program is not Voluntary no matter what you have to say. Your below email proves that to me. Your words and I will quote  "With regard to linking the NAIS to other programs, I believe you are referring to provisions in appropriations bills to require the USDA to purchase meat products for the School Lunch Program from livestock premises registered with NAIS. You yourself just stated that the NAIS will be linked to the School lunch programs, in other words if you are not registered with the Federal Government you will not be able to sell your livestock for the school lunch programs. How is this a FREE society Mr Stevens? A society based on the Constitution which you are suppose to UPHOLD? You see with the NAIS you will not be able to purchase let alone sell any livestock unless you have a premises identification number. It doesn't matter if you are a big exporter or not, A person who owns one cow, one pig, one  horse will have to have a premises id number if you want to buy or sell.
 
How is this program voluntary when programs will be rolled into the NAIS, such as scrapies, Coggins, TB, The Alaska state CWD certification Program. Mr Stevens it is highly unlikely that you  read the 2008 Alaska State Cooperative Agreement let alone understand the program as the USDA as written. I have the copy of the said cooperative agreement and have read it and  understood it. I have read all the USDA documents and fully understand them, I am not misinformed.
 
 
On the State Vets site and it states "Registering your premise does not obligate you to participate in the NAIS".  On page 12 of the 2008 Alaska Cooperative Agreement the elk farms and reindeer operations will require premise and animal Id for inclusion in the State CWD Certification Program. The 6 major dairy operations will be given top priority with beef operations to follow. That would include bovine tuberculosis  and brucellosis testing. So much for voluntary at the state level ... It further states this same approach will be used with sheep and dairy goat owners participating in the Scapie and Johne's programs.  How long will it before the equine owners who test for EIA for participation in showing (competition) that you will be required to have a premises id and animal id and then animal movement? So much for voluntary at the state level. How long will it be required before the trail rider be required to have a premises id,  animal id, and reporting of movement?  Trail riding will be in tier 2 per the USDA Business Plan to advance animal traceability and that will be addressed at a later time frame.
 
Will require premises id is not a voluntary program Mr Stevens. So as you can see the State Vet has out and out lied to livestock owners. Mr Stevens when I said that NAIS will be linked to other programs I meant disease programs that are already mandatory by state law in order to participate in showing and in travel requirements. The NAIS will require mandatory premises registration in order to show and or travel across state borders then in order to trace the animal they will have to be micro-chipped and then the movement will have to be reported.
 
You also mentioned and I will quote again "to satisfy foreign market specifications. Second you failed to understand the mandatory program  by contradicting yourself by stating that Alaskan livestock owners should not be unfairly burden by the cost of adhering to a program intended for states with large scale export driven agriculture operations. The State of Alaska signed and accepted federal money and filled out all the necessary paper work thereby accepting the USDA program via the Alaska State Cooperative Agreement.  Alaska has no large scale operation, and will be burden by the cost of tagging, scanners, computer, Internet connection along with the cost of reporting of movement. All of this will have a price tag including the Currently free premises ID.  Since the 2008 Alaska State Cooperative Agreement mentioned in the agreement that elk farms and reindeer operations will require premise and animal Id for inclusion in the State CWD Certification Program. The 6 major dairy operations will be given top priority with beef operations to follow. Page 2 of the NAIS business plan state:  Strategy 3: Converge NAIS Data Standards in Disease Programs and Regulations: USDA will take steps to adopt and apply NAIS data standards in existing disease programs, Including international/interstate commerce regulations. For example, establishing national Data standards that identify premises importing and exporting livestock, locations, Participating in official disease control programs, and origin and destination premises listed On Interstate Certificates of Veterinary Inspection (ICVI) will greatly enhance animal disease Tracing and emergency response capabilities.  
 
You have FAILED to understand the program, the USDA has all intentions to make this program MANDATORY at the FEDERAL level by requiring a premises identification with the Federal government, by requiring all livestock including horses, to be either microchipped or DNA certified in order to be shown at local facilities and all movement reported when you commingle.  
 
The Business Plan specifically calls for equine organizations and associations to implement
NAIS-compliant electronic identification technology by January 2009: “Implementation of
The 840 AIN RFID [Radio Frequency Identification Device] technology by all industry
Organizations that provide services to horse owners/breeders.” (Business Plan,p.55)
(emphasis added) .


USDA’s focus on horses is not limited to just competition horses. “Horses that, when moved,
Require either a test for Equine Infectious Anemia or a health certificate, are also
Included in Tier 1.” (Business Plan, p.2). That would cover almost every single horse in
Alaska and all other  states.


USDA has plans to expand the requirements for Coggins testing nationwide, to capture more
People into NAIS. “Efforts are underway to develop a USDA national State-Federal
Cooperative program for the control of EIA that would establish national EIA (Coggins)
Testing requirements for (a) interstate movement and (b) change of ownership. … Overall,
Establishing regulations to require premises registration in association with Coggins

Testing would substantively increase the number of both premises registered and horses
Identified.
” (Business Plan, p.26-27) This means a national mandatory Coggins, for which
Horse owners will be required to provide a PIN and AIN.
 
 
 
"We the people" includes livestock owners that are not exporters and you have failed to protect our private property rights all due to trade agreements or in your words large export operations. The other day on the news you mentioned that your constitutional rights have been infringed upon, well let me say that my rights will be infringed upon by the registering of my private property, by requiring identification for my horses, by my reporting of movement should I commingle or travel with my horses. Welcome to the world of Nazi Germany where papers will be mandatory.
 
Because you failed to protect my rights you will not get my vote regardless of your 40 years of service in congress.

I had the pleasure of briefly discussing the National Animal Identification System with Carl Gatto. One thing I know for sure he does work closely with the  Farm Bureau. I know he is in touch with the USDA and at some point had been briefed on NAIS.  Mr Gatto is all in the belief that MANY people are for NAIS. Apparently Mr. Gatto has not received any email's or phone calls  from the MANY who are against NAIS. One thing I do know is that the Equine community is against the NAIS, it is spelled out in the 2008 Alaska Cooperative Agreement.
 
The representatives that we have elected in office  clearly represent big business. They do not take our concerns and or issues seriously. That is clearly evident in the canned responses we have all received. Mr Gatto stated to me that he never received any emails and he is always replies back. I let him know that I have written and I have never heard one word back from him.
 
 
 
1: All livestock owners will have to have a Federal Premises ID number assigned to there private property, which this number will not be removed it is permanent. This includes everyone who owns anyone of the 28 species listed in the documents. FACT: USDA documents,the New User guide page 22.
 
2: All livestock will have to be permanently assigned a ISO RFID 11784/11785 or  DNA or Retinal if you want to sell, buy or show or take to an attending vet. Penalty under law if removed.
 
3:  All livestock movement to be recorded when you leave your property and commingle. This would include an Vet visit, any show, any auctions, any trail ride with a neighbor.
 
The facts:
The memo from the USDA/APHIS, from the desk of John R. Clifford follows the exact USDA Traceability plan.  
 
The USDA memo which is  on there very own letter head and from John R.  Clifford cannot be denied.
 
Four states have NoNAIS Laws; Arizona, Kentucky, Missouri and Nebraska. Wisconsin, Michigan and Illinois are mandatory NAIS states.
 
The USDA in various memo's again on USDA letterhead clearly state that the NAIS is not a disease control or eradication program.

320 equines are already known by the State Vet as you test for EIA. American Land Sovereignty Act

In 1997 Representative Don Young (R-AK) introduced the American Land Sovereignty Act (H.R. 901) to reign in what he termed the "growing power of foreign entities on US soil". Young used the Alliance for America's Fly-In for Freedom to promote his bill that year. He attended the annual anti-environmental conference and delivered a speech supporting his bill. A backlash to the designation of the Yellowstone National Park as a World Heritage Area, H.R. 901 required Congressional approval for any designation of U.S. Territory under U.N. Or international treaties. Young allowed some of the more fringe elements of the anti-environmental lobby to testify at hearings for the bill. Those testifying included Betty Beaver of Take Back Arkansas and Henry Lamb of the Environmental Conservation Organization.

What is a biosphere reserve?  The model UN biosphere reserve is actually a federally zoned laboratory where social engineers have real life subjects to use in studies to testing their theories on biodiversity, conservation and sustainable development.  The reserve consists of:

    • A core area, such as a national park, which has strict legislative protection and is used for scientific monitoring of minimally disturbed ecosystems;

    • A "managed use area," surrounding the core area, where allowable land uses and human activities are strictly regulated; and


    • An "area of cooperation" having an undefined boundary and managed for "Sustainable" production and uses in harmony with the biosphere reserve.

The "area of cooperation" is a sort of utopian neighborhood where, according to the State Department, "managing agencies, local governmental agencies, scientists, economic interests, nongovernmental organizations, cultural groups, local citizens and other biosphere reserve stakeholders educate one another in the process of linking conservation, economic development and cultural values."  The "area of cooperation" includes non-federal property.  ( My note: Would this include Premises ID owned by the USDA)

Most importantly, this bill reasserts the constitutional rights of property owners to control their land without interference from some international organization.
As we all know the NAIS is being directed via World Trade Agreements and the SPS. These are signed with foreign countries and solely by executive order. The OIE is also involved via the Foreign animal disease list as well as ISO (International Organization for Standardization) in regards to the RFID chip.
The NAIS  Cattle Working Group, along with the Equine working group recommended the ISO RFID 1186/11785 chip 
Much like the Designation of heritage sites by the UN, the NAIS  has been without congressional hearings or any in put from any of the local citizens in any of the 50 states. 
 
All of these agreements, partnerships are not voted in by the voters. Now if Don Young wrote a bill on the Heritage sites  and felt there was a fear of UN control on USA soil why would he not help  uphold the right to farmers, ranchers, hobbyist and backyard livestock owners who will have to have a Federal Premises id to continue in any type of business, any type of livestock showing, any type of livestock, selling any type of livestock ownership in order to comply with World trade agreements and the SPS agreement?

 I am speaking out as the USDA is considered government and that gives me the right to speak out per Carl. An speak I shall because I am also an Alaskan.  
 
I wonder if Carl realizes that food sources are now becoming vertically integrated very much like the oil companies and he stated. "Oil companies always make money because they are carefully structured to be vertically integrated.  Probably not because he doesn't have the TIME to read about  how the USDA is forcing all us low life livestock owners into registering our private properties in exchange for a premises identification number with the Federal Government. And he got an award for being the Ag legislator of the year for 2007. Carl said to "speak out" but really is this man actually listening to the ones he just asked to speak out.   
 
I wonder how he feels standing next to a corrupt law maker by name of Stevens. Why is his page blank on this issue as with all the other elected representatives? They have been sent the information, but have they read it? When Mr. Gatto and I spoke of NAIS he clearly pointed out in a very nervous way he reads all email's and then answers them. Funny I have never received a response back from him. He stated he has no time to read the documents. Yet this man writes bills, sponsors bills, passes bills to make them into law without understanding them but yet it is clear he has studied and  read everything on the Gas pipeline?      Carl is the representative of Palmer District 13, which includes a livestock farming district.
 
 
Well how can he answer the Questions on NAIS when he refuses to read the documents. How can any one of the ELECTED Representatives  become informed if they refuse to  read and understand the published documents?

We note that the NAIS is a voluntary program. There are no regulations that
Require participation in, or compliance with, the NAIS program.
 
But in the USDA Memo per the  Liberty Ark Alert:
The language clearly calls for people's property to be registered in the NAIS database, with or without their permission, if any activity relating to a federally regulated disease control program occurs on the property. The listed disease includes brucellosis, scapies, infectious equine diseases (which includes equine infectious anemia, the disease that the Coggins test detects). The listed activities include vaccinations, diagnostic testing, and the application of official tags

ICAR, an "international non governmental non profit organization" (INGO) with more than 50 members all over the world created a "Working Group on Animal Identification and Registration" by the end of the 80's.  In this document titled ICAR Strategic Business Plan, Spring 2008, they have evolved into a global organization  with a reputation for establishing standards and guidelines for animal recording, identification and genetic evaluations. ICAR standards are referenced in practice and legislation around the world and form the basis of all major animal recording and evaluation programs in developed countries. One of ICAR's High priority Categories is to Develop a GLOBAL DNA database.  One thing to note, no matter what  ID program that the ICAR is selling it is the same thing as what the USDA is selling. Same words same tags, same requirements for Global Harmonization.. The side events is organised by youth organisations (IFSA and 4H) in cooperation with UNESCO.

The primary goal of the International Forestry Students’ Association (IFSA) is to enrich forestry students´ formal education, especially in terms of a wider, more global perspective through extracurricular activities and the exchange of information and experience. Since IFSA became focal point of the major group Youth/Children (Agenda21) at the UNFF in Summer 2003 and is representing youth at the Convention on Biological Biodiversity (CBD) and the United Nation Framework Convention on Climate Change (UNFCCC), IFSA offers a direct link to the international processes that are about to determinate the future management of our forests. Further the youth delegates of IFSA could significantly influence the UNFF process by lobbying for the inclusion of “education” as an important element of the strategy to implement sustainable forest management.

The 4H youth movement is an international organisation with over 80 4H youth educational organisations throughout the world. Each country has its own way of working with ideals, which are based on the principle of “learning by doing”. The Finnish 4H Federation is a counselling organisation teaching practical skills to young people. 4H has strong close-to-nature approach in hobbies and activities.

 
 
 
If you have any doubt about 4-H  its time you do some research. 4-H is a wonder full program in the RIGHT Hands. While poking around many Key words have been noticed, Sustainable, 21st Centrury, Global, Biodiversity, UNESCO.
 
We all know that 4-H is tied to the Cooperative Extention, which is tied to Land Grant Universities which is tied to the USDA-Federal Government which is now dictating to register your Premises under the NAIS  in order to show.
